National Legal Advisor at the OSCE Project Co-ordinator in Ukraine, consultant/observer of the Legal Reform Commission under the President of Ukraine (2019), consultant of the Constitutional Commission (2015-2019).

Over 15 years of expertise in legal reforms, approximation of Ukrainian legislation to the European acquis, in constitutional and international law. Since 2004 Oleksandr works for the OSCE Project Co-ordinator in Ukraine. In 2014 he was appointed to the National Legal Advisor position. Since 2008 he is a member of the Scientific and Expert Council at the Parliamentary Committee for European Integration. Within this period he authored more than 500 expert opinions on bills focusing their compliance with international and European standards as requested by the Committee and other state authorities, as well as provided several consultative opinions (amici curiae) upon requests from judges-rapporteurs of the Constitutional Court of Ukraine. Oleksandr is responsible for such areas of project co-operation of the OSCE Project Co-ordinator in Ukraine: constitutional and judicial reforms, rule of law and human rights, Constitutional Court reform, criminal justice reform, national prevention mechanism under the UN OPCAT.

Oleksandr was engaged in drafting bills “On Constitutional Court of Ukraine” (June-November 2016); “On Amending the Constitution of Ukraine (in part related to judiciary)” (2015); “On Amending the Constitution of Ukraine (in part related to decentralization)” (2015); “On the Right to Fair trial” and was included into the Parliamentary working group to prepare the bill for the second reading (2014-2015); 2005 version of the Law “On Consumer Protection” (2004); the National Programme for Approximation of Ukraine’s Legislation to the European Union Law (2004); etc.

Oleksandr holds Ph.D. in international law (2016), LL.M. in comparative constitutional law (CEU, Hungary, 2002), is a master of international law (Institute of International Relations at the Kyiv National Taras Shevchenko University, 2000).
